I'm unfamiliar with this game (and the ones before) but I was wondering if your only option are the 2d icons used for units? Is there a 3d option?

You're better off playing with the 2D icons. At least in TOAW III.

The 3D graphics in TOAW III are about on par with JTCS.

They seem to be the same in fact, from Talonsoft days that is. Both Campaign Series and TOAW were originally developed by them.

JTCS, the Matrix bundle, included some improvements on 3D side, from early Talonsoft days, like more early/mid/late war variants, as well as winter versions, for various units.

I've always played TOAW as a hex and counters game, fits the scale perfectly imho.

Of course, nowadays I play CS as hex and counters, as the new zoom views became available wit Middle East.
