Does it have all the DLC, already in the install, and it just gets activated if you purchase?

^ I just checked the game in my library; there's no DLC associated with it. It just says "Company of Heroes 2 - Standard Game" under DLC.

yeah, there's a 50% off sale at humble for the dlc. Maybe why they're giving the base for free. What I'm saying is maybe the code for the doc is in the download,  and that s why it's so big. But you wouldn't get to access unless you bought/activated it.
