a common mans submarine , made like an underwater baloon,

A balloon of the proper shape with an open bottom like a diving bell, with a floating raft for people inside, running at about 20 foot deep. this would allow travel in the sea, I talking big ballons maybe oblong with broard face top , and broard open side down.

there are many ways to power it and pipe from the surface for air.

the pressure at 20 foot would work ok, but the lower you go the more pressure, so 20 foot is probably best.

you would avoid storms etc...
