NASA has always had a superiority complex.  The FAA commissioned a digital cockpit to be built by my company in the late 1970's so they could study the safety of the impending digital cockpit in the Boeing 747.  We took components of the cockpit to a avionics show in Dallas that was also attended by NASA who was also starting to build one.  After delivery of a working cockpit to the FAA, NASA confiscated it and put it in a warehouse.  I guess they didn't like the fact someone else had built one quicker than they could. 

And that investigator should be ashamed of himself.  I hope the lady succeeds in her lawsuit.
