vets.gov is now up and running to get a national Vet ID card

Just got done requesting my national veteran ID at vets.gov    You'll need to set up an account and verify your email & phone if you want two step verification, then you need a photo of your drivers license, current headshot from the shoulders up, and a photo of your DD214 to apply online.

I wouldn't need it if Florida had told me I could have a Vet symbol on my driver's license if I brought in my DD214 last time I moved.
