App or program for modifying screenshots with military icons/arrows

I am looking for any reccomendations for a pc program that can import screen shots and can add military icons/map arrows/objectives etc. Essentially I would like to mark up an AAR as if it came from a briefing showing planned routes forward operating lines arty strike areas etc.

Any suggestions?  In the past I used PowerPoint but wanted to see if there was a better product

I use Snagit but it isn't free. Someone might be able to recommend a free app.

PPT built-in shapes actually work pretty well for the kind of work you're talking about

Paint.NET is a free download that lets you do multiple layers, so you can put graphics over the image w/o messing up the underlying screenshot

I know you said PC, but if you have access to a Mac it will probably have Preview, a kind of all-purpose text/image viewer. Preview has built in markup tools including lines, arrows, and ovals. It can even do speech balloons.
